PURPOSE OF CLASSIFICATION
The purpose of this classification is to supervise activities involving development, implementation, and maintenance of geographical information system (GIS) technology and permitting software in support of departmental functions for Community Development. This position will develop and implement plans to coordinate and enhance City-wide GIS needs and resources.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. This position will lead a team of GIS staff and collaborate with City-wide GIS users and other staff.
Coordinates projects and daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise; and coordinates with City and county staff, engineers, surveyors and cartographers to determine database needs and information requirements and to resolve problems.
Oversees, coordinates, and performs GIS operations and activities; supervises design/development of spatial/tabular databases and topological editing; supervises maintenance of GIS datasets; oversees and/or performs sophisticated analytical analysis, GIS application programming, complex cartographic design and production, complex spatial and database queries, data conversions, and three-dimensional modeling; creates data dictionary according to established standards; and maintains software licenses for GIS division.
Coordinates the integration of document scanning, permitting, and other departmental functions in relation to GIS: oversees the installation of hardware and software; establishes procedures; trains and provides support to users.
Develops and implements long and short term development and enhancement of GIS strategic plans, goals, and objectives for the City: develops and enforces data standards; researches and selects platforms, software, and technologies for application to the City’s needs; provides input into future growth and expansion of the system.
Develops recommendations for division budget; monitors expenditures to ensure compliance with approved budget; makes budgetary recommendations for other departments in relation to GIS computers and equipment.
Provides technical support services to GIS staff and departmental users; provides training in GIS/GPS technology; trains GIS staff and departmental users in the principals of GIS systems, to include quality control procedures, data development, design, maintenance, and cartographic principals; provides GIS/GPS expertise to City personnel as needed.
Provides computer support for departmental staff in the use and operation of computers, software, and peripheral; administers and supports the departmental permitting software; trains staff in operation of various software programs utilized within the division or department; and provides input into the department’s overall computer needs.
Oversees and supervises data collection regarding the City’s resources and infrastructure system for use with various GIS functions; develops and plans GPS/GIS operations, methods, and databases to collect data and integrate with the GIS; trains staff in the use of GPS and collection procedures.
Prepares and delivers maps and related pre-defined products and services within scope, on time, and within budget: scans and distributes planning, zoning, and related plans, applications, documents, and files; links parcel information to spatial databases for integration with GIS.
Coordinates purchase or contracting of hardware, software, supplies, or maintenance services for the GIS; monitors inventory of equipment/supplies and ensures availability of adequate materials to conduct work activities; initiates orders for new/replacement materials for GIS division and other departments using GIS systems.
Prepares, completes, and/or receives various forms, reports, correspondence, annual reports, grant reports, attendance reports, grant applications, performance appraisals, technical reports, graphs, presentations production reports, system flow charts, GIS datasets, database records, technical manuals, maps, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, mapping, cartography, geographical information system (GIS), web page, Internet, email, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.
Operates a variety of specialized/general equipment and tools, which may include a GPS unit, plotter, printer, blueprint machine, scale, planimeter, measuring instruments, or drafting instruments.
Communicates with supervisor, employees, other departments, City officials, customers, surveyors, realtors, title searchers, attorneys, post offices, state/federal agencies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
Attends various meetings, makes presentations as appropriate, and serves on interdepartmental and interagency committees as needed.
Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new technologies, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

MINIMUM QUALIFICATIONS
Bachelor’s degree in Computer Science, Geography, GIS, or a closely related field; five year(s) of experience in the operation, administration, or implementation of geographic information systems; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Certification in specific applications or platforms in use is preferred.
PERFORMANCE APTITUDES
Specific Knowledge, Skills, or Abilities: Must possess good knowledge of cartography, planimetrics, land data systems, and the principles of land planning, development, and surveying. Must be able to operate and administer GIS applications, databases, and digital mapping and graphics software.
Knowledge of GIS software tools and applications including ArcGIS.
Data Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.
Human Interaction: Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities.
Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, or traffic hazards.
