Detention Officer I - P662

The purpose of this classification is to maintain safety and security for employees, citizens and inmates in the day-to-day operations of the Detention Center.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Processes inmates into the facility; intakes arrestees’ personal property; fingerprints and photographs inmates; issues uniforms; checks arrestee for outstanding warrants; explains charges to arrestees.

Supervises and monitors inmate activities inside the facility on a continual basis, including activities involving meals, recreation, cleaning activities, personal hygiene, medical care, visitation, religious services, commissary, mail, and telephone calls; conducts/records periodic population counts of inmates; logs daily movements and activities of inmates; transfers inmates to/from cell pods, booking areas, work details, court, medical facilities, or other locations as directed; escorts inmates from one area of the facility to another; administers disciplinary actions as appropriate, such as restriction to cells.

Coordinates preparation of work details, court, and medical facilities as needed; transfers inmates to the custody of D.O. II's who supervise work details.

Conducts head counts and makes rounds of the jail for the purpose of maintaining security; checks locks, fences, alarms, and other security devices; accompanies inmates from one area of the jail to another; conducts shakedowns to seize contraband material and weapons.

Searching inmates entering the facility from outside details; receives, searches, and releases inmates being transferred to and from the facility and completes all required paperwork; supervises inmates during meal times, yard calls, visitation, telephone, and when mail is opened; administers medication, first aid, and responds to inmate requests for medical attention; supervises routine cleaning and maintenance activities within the jail.

Monitors two-way radio traffic; answers telephones; directs callers and visitors to appropriate area; responds to callers and visitors as appropriate.

Screens incoming mail, packages, and vehicles for contraband.

Responds to verbal and written requests from inmates; answers questions; verbally disciplines inmates for minor violations; answers questions via the telephone about charges, court dates, and inmate bonds; answers questions for various law enforcement agencies; assists incoming officers with basic information about arrestees.

Enforces detention center rules, regulations, policies, and procedures; maintains inmate discipline; maintains a secure and peaceful environment in the facility.

Receives, processes, and books incoming inmates and arrestees; explains facility rules, regulations and procedures; secures, inventories, and records personal property of each inmate; conducts interviews to obtain personal information; makes fingerprint and photographic records of incoming inmates; records inmate data in computer system and completes required documentation; determines appropriate classification of each inmate; assigns facility housing and issues clothing, bedding and personal hygiene items.

Conducts release of inmates per established procedures; completes applicable forms and ensures appropriate approvals; verifies identity of inmates and returns personal property; contacts victims upon release of inmate.

Coordinates, monitors, or performs various functions associated with ensuring the health, safety and welfare of inmates, which may include distribution of meal trays, removal/counting of meal trays, provision of clothing/bedding or other supplies, issuing of toiletries and hygiene kits, provision of medical aid/supplies, coordination of visitation and telephone communications, or distribution of mail; receives and responds to inmate requests; maintains accountability for razors and other supplies used by inmates.

Dispenses medications, administers first aid, and coordinates emergency medical care per established procedures; responds to inmate requests for other medical attention and determines whether additional medical care may be needed.

Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, laws, regulations, court cases, and relevant case law; conducts research and maintains an awareness of new issues, methods, equipment, trends and advances in the profession; reads case law updates and other professional literature; maintains professional affiliations; participates in physical fitness training and continuing education activities; attends meetings, conferences, workshops and training sessions as appropriate.

Attends meetings, serves on committees, and makes presentations as needed; participates on review committees, policy committees, safety committees, or other committees.

Monitors inventory levels of supplies; ensures availability of adequate materials to conduct work activities; initiates requests for new or replacement items.

Communicates with supervisor, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.

Prepares or completes various forms, reports, correspondence, time cards, supply lists, or other documents.

Receives various forms, reports, correspondence, equipment operating manuals, procedures, handbooks, reference materials, manuals, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a personal computer and other general office equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Specific Knowledge, Skills, or Abilities: Must be able to learn, comprehend, and apply all city or departmental policies, practices, and procedures necessary to function effectively in the position.

Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data; this includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, batons, chemicals, and related equipment, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. This may include counting, recording of counts, and basic measuring.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE
Physical Ability: Tasks require the ability to exert very moderate physical effort within the scope of normal duties, typically involving some combination of stooping, kneeling, crouching and crawling, climbing which does involve some lifting, carrying, pushing and/or pulling of objects and materials of heavier weight (20-50 pounds) and occasionally heavier items (50 pounds and over)

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as firearms, violence, disease, or rude/irate customers.
