To provide support for Court Services functions.

FULL PURPOSE OF CLASSIFICATION
The purpose of this classification is to provide support for Court Services functions, which may include maintaining courtroom security, assisting during court proceedings, serving court documents and warrants, providing assistance to Judges and attorneys, and performing general administrative tasks associated with court operations.  

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Maintains a security presence in the courtroom to ensure safety of court personnel, prevent disturbances of court proceedings, and prevent potential violence or use of weapons: enforces courtroom policies and maintains order within the courtroom while court is in session; provides protection for judges, attorneys, witnesses, jurors, or other participants in court proceedings; responds to violence, erratic behavior, alarms, or other unusual situations; intervenes in physical confrontations as necessary.

Monitors security of courthouse and related facilities to ensure safety of all individuals: operates and monitors metal detectors, x-ray machines, scanning devices, surveillance cameras, alarms, or other equipment/systems; screens individuals entering courthouse and takes necessary actions to ensure weapons are not brought into courthouse; searches individuals and containers for weapons, contraband, or other inappropriate items as needed; searches courtrooms as needed to ensure security.

Provides assistance to court officials during court proceedings: confirms attendance of subpoenaed witnesses; ensures that defense attorneys have signed in; assists solicitor in arranging cases with defense attorneys; assists solicitor with pre-trial proceedings; obtains criminal history, driving history, and/or background reports on defendants; resets court cases for defendants and/or attorneys; prepares tapes/evidence for court hearings; activates tape recorder during court sessions and removes recorded CDs for archiving; testifies in court as required; arrests defendants ordered into custody by presiding Judge; assists probation officers in collecting specimens for drug/alcohol tests.

Assists the Municipal Court Judge when conducting hearings: documents bond hearings and recommends/sets bond amounts as required; sets court dates for defendants who are unable to make bond; creates bond judgment forms; schedules court dates for judgment hearings; notifies bonding companies when bonded individuals fail to appear in court.

Assists with warrant processing: creates failure to appear warrants for signature by Judge; creates new warrants for victims of crimes for signature by Judge; issues arrest warrants and bad check warrants; conducts warrant audits as needed; removes cancelled warrants from active computer files and from GCIC files.

Serves warrants, subpoenas, court orders, license suspensions, and other court papers as required: serves citations or warrants for violations of state laws and local ordinances for other City departments.

Transports prisoners, probationers, or other individuals between designated locations: ensures that defendants are released from detention center as directed; provides release authorization and confinement papers for defendants entering or leaving jail.

Performs various administrative tasks in support of court activities: creates and mails license suspensions to persons who failed to appear on their assigned court date; creates forfeiture orders, schedules dates for forfeiture hearings, and mails notification of hearings to bonding companies; certifies dispositions and citations for attorneys; verifies insurance validations for Judge and solicitor; prepares bindover forms for jail cases; removes outdated warrants and case files to close court system records; compiles disposition requests from archived cases; completes offender based tracking system (OBTS) forms and forwards to GCIC; completes citations and forwards to Department of Public Safety; delivers case files to supervisors and/or state courts as needed.

Performs general security functions: provides security to other City departments and responds to situations involving suspicious persons, silent/panic alarms, safety concerns, or other issues as needed; transports departmental banking transactions to/from financial institutions.

Assists with training activities for other sworn personnel, interns, or other individuals: assists in coordinating and/or conducting training programs; assists in developing training manuals; assists with firearms training activities for other sworn departments; monitors and maintains training records of sworn personnel to ensure adherence with POST requirements.

Operates Georgia Crime Information Center (GCIC) database to retrieve/update criminal information and motor vehicle/license records: enters, removes, confirms, modifies, and/or updates entries and data as needed; enters and runs inquiries on data such as driver’s license records, criminal histories, or warrants; maintains records of GCIC validations; ensures integrity/security of data and adherence to GCIC requirements.

Performs customer service functions: provides information and assistance related to court activities, schedules, procedures, documentation, warrants, or other issues; assists in providing front counter support for the public; responds to questions/complaints, researches problems, and initiates problem resolution; assists police officers or other agents in obtaining open records requests.

Prepares or completes various forms, reports, correspondence, logs, purchase requisitions, bond judgments, bond forfeitures, suspension notices, archive records, dismissal orders, warrant notices, bindovers, calendars, training reports, or other documents.

Receives various forms, reports, correspondence, criminal history reports, driving history reports, background reports, witness statements, victim statements, bonding company reports, archive records, laboratory reports, case documentation, disposition requests, insurance forms, confinement reports, training records, training materials, newsletters, law books, legal bulletins, map books, GCIC guides, policies, procedures, rules, regulations, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a personal computer, general office equipment, audio/visual equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, e mail, Internet, or other computer programs.

Operates a variety of standard and specialized machinery, equipment, and tools associated with law enforcement and security, which may include a patrol vehicle, firearms, chemical weapons, emergency equipment, drug/alcohol testing materials, handcuffs, restraining devices, baton, flashlight, fire extinguisher, radio/communications equipment, metal detector, scanning device, safety equipment, or hand tools: inspects/maintains assigned police vehicles, uniforms, weapons, or other equipment.

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals: performs driving functions in a safe and efficient manner under various conditions, including day/night hours, congested traffic, adverse weather conditions, and emergency situations involving speeds in excess of posted limits.

Communicates with supervisor, employees, other departments, Judges, court personnel, attorneys, inmates, defendants, witnesses, victims, law enforcement personnel, probation personnel, training academies, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains a comprehensive, current knowledge of applicable laws, policies, and procedures; maintains professional affiliations; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include storing adjudicated case records, entering data into computer, answering telephone calls, making copies, sending/receiving faxes, preparing files, filing documentation, processing incoming/outgoing mail, or transporting documentation.

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by vocational/technical training in law enforcement, criminal justice, court security, or general security work; supplemented by two (2) years previous experience and/or training involving law enforcement and courtroom security; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Georgia P.O.S.T. Peace Officer certification, and must complete all required continuing education activities. Must possess and maintain valid Georgia Crime Information Center (GCIC) Terminal Operator certification. Must possess and maintain a valid Georgia driver’s license with a satisfactory motor vehicle record (MVR).

Specific Knowledge, Skills, or Abilities: Requires considerable knowledge of the practices and procedures associated with law enforcement, courtroom security, general security, and the criminal justice system; requires considerable knowledge of courtroom processes and procedures; requires knowledge of City and State laws and ordinances; must be able to analyze situations and take quick, effective, and reasonable action giving due regard to surrounding hazards and circumstances of each situation; and must be able to interact firmly, tactfully, and courteously with individuals, sometimes in difficult, stressful, or volatile circumstances.

Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-50 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, hazardous materials, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, human attacks/bites, violence, firearms, explosives, or rude/hostile individuals.
